UK Biometric Passport: Official HMPO Photo Requirements 2026
His Majesty's Passport Office (HMPO) sets the photo standards for all British passport applications — whether you are applying for the first time, renewing, or adding pages. The physical print size is 35 × 45 mm (width × height), the standard used in all UK photo booths. For online applications through GOV.UK, a digital file is required instead: minimum 600 × 750 pixels, between 50 KB and 10 MB, in JPEG format. HMPO updated its Photo Standards to Version 49.0 on 8 December 2025, and those rules are fully in force for all 2026 applications.

The One-Month Recency Rule — UK's Strictest Requirement
The single most important rule that separates UK passport photos from those of almost every other country: your photo must have been taken within the last month before you submit your application. This applies to all applicants — adults, children, and infants — for both new applications and renewals. GOV.UK states this explicitly: a photo taken more than one month before submission will cause your application to be delayed. This is considerably stricter than the six-month window used by most other countries, and HMPO's December 2025 update tightened enforcement of this rule further. Do not take your photo weeks in advance while gathering other documents — photograph yourself as close to your submission date as possible.
Background: Cream or Light Grey — Not White
GOV.UK's printed photo guidance specifies the background must be plain cream or light grey. For digital uploads, the requirement is a plain light-coloured background. This is one of the most frequently misunderstood rules: applicants used to the pure white background required by the US and most Schengen countries often use a white wall and get flagged by HMPO's automated checker. The GOV.UK digital submission system uses automated photo-checking technology that is particularly sensitive to background contrast. A plain light grey background produces the most consistent pass rate with HMPO's automated system. The background must be completely plain — no patterns, no gradients, no visible furniture, and no shadows behind you.
Head Size: 29–34 mm Chin to Crown
The image of your face — measured from the bottom of your chin to the top of your head (crown) — must be between 29 mm and 34 mm within the 45 mm tall frame. This translates to approximately 65–75% of the photo height. This range is tighter than most applicants expect. HMPO figures show that around one in five online applications is affected by a photo problem, and incorrect head sizing is among the most common causes of rejection. Your eyes must be open and clearly visible, and your hair must not fall in front of your eyes.
Glasses: Avoid Unless Medically Necessary
GOV.UK's current guidance states clearly: do not wear glasses in your photo unless you have to do so. If you must wear glasses for a documented medical reason, they cannot be sunglasses or tinted glasses, and your eyes must not be covered by the frames or obscured by any glare, reflection, or shadow. HMPO strongly recommends removing glasses to prevent automatic rejection by its photo-checking system. Head coverings are not allowed except for religious or medical reasons, and even then, your full face must remain visible from chin to forehead.
Expression, Pose, and Clothing
Per GOV.UK, your photo must show a plain expression with your mouth closed. Both eyes must be open and looking directly at the camera. You must face forwards — no tilting or turning. Your full head and upper shoulders must be visible, and the photo must contain no other people or objects. There are no restrictions on everyday clothing, but clothing must be in clear contrast to the background. Uniforms are not prohibited by HMPO's photo rules, though the general guidance is to wear normal attire.
Paper vs. Online Applications in 2026
Paper applications require 2 identical printed photos submitted loose with your form. Online applications through GOV.UK require a single digital upload, or you can enter a photo code obtained from a photo booth or shop (such as Timpson, Snappy Snaps, or Max Spielmann) — these services transmit the photo directly to HMPO. The online application fee is £94.50; the paper form costs £107, following the April 2025 fee increase. Photos taken with your own device are accepted for online applications but are described by GOV.UK as less likely to be approved than photos from a booth or shop.

One in Five Applications Delayed by Photo Problems
HMPO data shows approximately one in five online passport applications encounters a photo issue. The most common causes are an incorrect background colour (white instead of cream or light grey), head size outside the 29–34 mm range, and photos taken more than one month before submission. Our AI tool validates all three against the HMPO Photo Standards v49.0 before you upload, producing a GOV.UK-ready file that meets every technical requirement for a 2026 British passport application.
